#3902 had introduced metadata consolidation and vacuuming for
tiledb://arrays. This PR is doing the same fortiledb://groups.We will be re-using the existing capnp message for this but we need a couple of new Server side routes for this, so I am keeping this as draft until we add those routes, and until I get clarification on which servers we should add this support to.
