The cpython version has been upgraded from 3.10.4 to 3.12.2. Also, numpy package has been upgraded from 1.21.5 to 1.26.4. These changes improve the overall performance and security of the project. Contribute to CURA

The commit updates the numpy and scipy dependencies in the requirements.txt file to use versions optimized with Intel MKL for Windows 32-bit systems. These particular wheel packages were obtained from https://github.com/cgohlke/numpy-mkl-wheels/releases. However, for non-Windows platforms, it retains the original versions.
