ci: run static conformance checks on every PR - #7

Why: scripts/conformance.sh was a manual step, and the regressions it catches (a namespace left in one file type, a stage missing from one of its eight places, a hook that warns instead of blocking) are exactly the ones that shipped before. Linux runner only, 10-minute timeout; the --live checks need an authenticated Claude Code session and stay a pre-release step.
