This pull request resolves #59 and adds support for multiple test vector versions in the test harness.
All test vectors are now available within
src/harness/test_vectorswith versioned sub-directories. The exampleharness.tomland default harness behavior have been adjusted to default to use vectors intest_vectors/latest/*.
