Adds PHPStan for static analysis.
To start, setting it loose (level 1 of 0-10) and putting all errors into a baseline file for now. The idea is not to add any additional errors without slowing down any other work.
Over time, reduce the number of errors down and increasing the level to one that if sufficiently strict.
