Exercise separate response chunks in the refusal regression
When content and refusal metadata arrive in separate network chunks—the leakage scenario this regression is meant to cover—the fixture instead passes one concatenated string to Response, so both objects are parsed during the same reader.read() and the per-batch hasTerminalEvent check suppresses the content. It therefore cannot detect that an earlier chunk is immediately emitted by consumeContent before a later refusal arrives; construct a ReadableStream that enqueues the content and refusal separately and assert that no text events escape.

Assert the claimed incomplete-tool behavior at EOF
For a clean EOF after a tool frame without stop: true, this test is named and documented as verifying that no tool lifecycle events are emitted, but it only checks for done and leaves toolcallStart and toolcallEnd unused. Consequently it passes while the implementation emits the incomplete tool; either assert their absence or, if EOF is intentionally implicit completion, rename the test and assert the emitted lifecycle so this is not placeholder coverage.

Assert which tool survives the rollover
When the rollover behavior regresses by emitting the incomplete tool-1 while losing the completed tool-2, these assertions still pass because they record only event types and merely require one lifecycle pair. Capture the toolcall_end event and assert its toolCall.id is tool-2 so the test verifies both halves of the stated contract.

Review (head e11b654, gajae-reviewer on behalf of probepark)
CI: PR cause 2 failures — the affected AI plan fails test:@gajae-code/ai on AuthStorage OAuth refresh skew > retires a command-key flight after credentials are replaced (Expected: "old-command-key", Received: undefined), and the evidence producer rejects the failed affected shard.
Scope: +192 / -38, 6 files — Kiro API-key streaming and regression tests, wire-protocol/type cleanup, native diagnostic artifact.
Conventions: CHANGELOG fragment present (packages/ai/changelog.d/6150-kiro-content-filtered.md), generated files included (packages/natives/native/diagnostic-artifact.json), labels none.
Notable:
packages/ai/src/providers/kiro-api-key.ts:1145-1147— the stream-end path callsaddToolToBlocks()for every remainingcurrentTool, even whentoolCompleteis false. This still emits an incomplete tool call at normal EOF, contradicting the stated P1 behavior and the added test's own comment atpackages/ai/test/kiro-api-key-content-filter.test.ts:1339-1349; the test has no assertion and explicitly records that the incomplete tool is emitted. An interrupted/truncated tool payload can therefore be surfaced as an executable tool call.
Blocking: above 1.
ocr: blocking 0 / nit 0
Verdict: needs-human — incomplete tools are still emitted at normal stream end; affected AI CI is also red.

CHANGES_REQUESTED
Summary
The PR hardens Kiro API-key tool rollover and adds regression tests. One explicit cross-read content-filter claim remains unproven: text can be emitted before a refusal arrives in a later read.
Findings / Required Changes
- [P2] Implement or narrow the cross-read refusal-suppression claim —
packages/ai/test/kiro-api-key-content-filter.test.ts:1353-1395- The PR description says content events are buffered until refusal metadata is known, and this new test block is labeled “content leaking across batches,” but its fixture puts content and refusal in the same
reader.read(). At the reviewed head,appendTextemitstext_start/text_deltaimmediately and refusal detection is scoped to the current read (packages/ai/src/providers/kiro-api-key.ts:897-907, 1026-1042). A content-only read followed by a refusal read therefore leaves already-delivered text visible; the later refusal cannot retract it. - This same behavior exists at the base, so this is not a newly introduced runtime regression. It is an incomplete explicit claim in this PR: the implementation does not provide the stated cross-read buffering, and the test does not exercise that scenario. The PR body also describes the cross-batch issue as a follow-up, which conflicts with its “verified” buffering claim.
- Either implement response-level buffering and add a controlled two-read regression test, or narrow the test/PR claim to same-read suppression and explicitly defer cross-read behavior rather than representing it as fixed.
- The PR description says content events are buffered until refusal metadata is known, and this new test block is labeled “content leaking across batches,” but its fixture puts content and refusal in the same
Non-blocking Observations
- The tool-rollover test checks event counts but not that the emitted tool is the completed successor (
tool-2); asserting its ID/arguments would make the regression proof stronger. - The EOF test name/comments imply an unfinished tool should be dropped, while the API-key path and existing tests define clean EOF as implicit completion. Rename it or assert the intended EOF lifecycle.
CI / Verification
At exact head e11b65401134005cb7ee714bcb17757fdf2ba43b, dedicated jobs for the changed Kiro test files passed and gjc-state-gates passed. The broader test:@gajae-code/ai shard failed at packages/ai/test/auth-storage-refresh-skew.test.ts:184 (expected old-command-key, received undefined), with downstream affected-path evidence/final validation failures. This is an unchanged, unrelated test; its cause and requiredness were not established, so I do not attribute it to the Kiro changes or call the overall CI green. Virtual integration was skipped. Review agents did not run tests locally.
Axis Coverage
| Axis | Verdict | Coverage |
|---|---|---|
| A1 — Intent / Policy / Contract | CHANGES_REQUESTED |
Finding 1: the explicit cross-read buffering claim conflicts with the reviewed behavior and the new test covers only same-read refusal. |
| A2 — Architecture / Correctness / Failure | APPROVED |
Tool-ID rollover now discards incomplete prior tools; clean EOF implicit completion is supported by existing API-key tests. No separate runtime blocker was established. |
| A3 — Security / Privacy / Trust | APPROVED |
No new trust boundary, authorization, or privacy defect was established in the changed code. |
| A4 — Verification / Tests / CI | CHANGES_REQUESTED |
Finding 1: the new test does not demonstrate the claimed cross-read contract; exact-head CI also has an unrelated broad-shard failure noted above. |
| A5 — Context / Compatibility / Platform | APPROVED |
Public signature and consumer dispatch remain unchanged; no materially preferable existing abstraction was found. |
Limitations
The cross-read behavior is unchanged from base; the finding is limited to the PR's explicit claim and newly added test scope. The cause of the unrelated broad AI test failure was not established.

Preserve live text delivery on successful streams
For every successful Kiro API-key response, this now queues each text_delta until reader.read() reaches EOF and flushPendingTextEvents() runs, so a long-running response renders no text until the entire HTTP body closes and the reported ttft no longer reflects when consumers receive their first token. The existing “emits text_delta incrementally” test misses this regression because it supplies an already-complete Response and only verifies that text_delta is ordered before done; use a controllable stream that remains open after its first safe chunk and verify delivery timing while retaining the refusal suppression contract.

Restore the trusted Linux native digest
When this commit is used with the existing 0.18.7 linux-x64-modern artifact, this unrelated digest change makes scripts/verify-diagnostic-artifact-provenance.ts --stage-check reject the artifact because the commit contains neither native-source changes nor matching binary provenance. Revert this generated hash, or include the corresponding native rebuild and provenance as a separate atomic change.

Keep filtered text buffered beyond one lookahead batch
When a response delivers two complete content objects in separate reads before the terminal refusal, the second non-refusal read triggers this branch and emits the first batch; the later refusal can clear only the still-pending events, so filtered text has already reached the consumer. The fresh evidence beyond the earlier two-chunk review is this newly added release path: a three-read content/content/refusal stream leaks the first delta. Buffer until trustworthy terminal metadata or another protocol-defined safe boundary, and cover this parsing boundary with a three-read regression.

Disposition on new head: The finding was reproducible: the two-content-read/third-refusal test failed before the fix with two text events escaping. On head edada46e109f9037432c25636983715c79eb8ba6, API-key text remains quarantined until successful COMPLETED/TOOL_USE metadata or clean EOF; CONTENT_FILTERED suppresses text even when refusal details are absent. The regression now uses three separate ReadableStream pulls and asserts no text events escape. The successful-stream test sends COMPLETED while the response remains open and observes text before HTTP EOF.

Code review (CI still running on 72aae69; approval decision follows once CI finishes).
CI: gate pending — Affected path validation / native-build and gjc-state-gates jobs are still in progress; the approval gate reports five pending checks. The gate also reports that cd packages/ai && bun run check is not in the current head CI plan, so approval remains held until CI coverage is complete or the command is run at this head.

Review (head 22b4c15, gajae-reviewer on behalf of probepark)
Blocking findings:
- P2 — the promised terminal-aware text quarantine remains absent (high confidence).
packages/ai/src/providers/kiro-api-key.ts:964-976publishestext_startand rawtext_deltabefore confirmation. A content-only read followed by a refusal exposes text that clearingpendingTextContentcannot retract. Ordinary errors also include unconfirmed text inerrorMessageat:1217-1225. Successful terminal metadata is ignored at:583;commitPendingText()runs only at HTTP EOF (:1230-1232). Thus a content/COMPLETED response followed by a read rejection loses the confirmed text block, and COMPLETED cannot release text while HTTP remains open. Implement the Behavior section's confirmation boundary. Keep both content and events private before it. Discard unconfirmed text on failure. Add controlled content/content/refusal reads and successful-terminal release before EOF. The new partial-content regression still concatenates content and refusal into one Response (packages/ai/test/kiro-api-key-content-filter.test.ts:1415-1427); its assertion loop can be empty. The terminal/read-rejection regression is skipped at:1543. These are incomplete advertised fixes, not a claim that base already provided quarantine. - P2 — incomplete refusal frames can still produce successful text output (high confidence).
packages/ai/src/providers/kiro-api-key.ts:1106-1110retains parserremaininginbuffer, but EOF jumps directly to committing pending text (:1230-1232) and emittingdone(:1267). No EOF check rejects a retained incomplete frame. A content frame followed by a truncated CONTENT_FILTERED envelope can therefore end successfully instead of reporting the promised incomplete-JSON error. Validate the retained frame before treating EOF as confirmation. Add the Behavior section's one-byte-truncated refusal regression: error, no text publication, and no done before successful terminal metadata. This missing correction also existed at base.
CI: exact-head Dev CI passed: https://github.com/Yeachan-Heo/gajae-code/actions/runs/38065266462. AI tests, changed-file tests, affected-path validation, state gates, and virtual integration passed. No CI failure is counted as blocking. The PR body's 70-test/package-check evidence names 13ef92d, not this head.
Scope: +499 / -59, 7 files — Kiro API-key streaming, four regression-test files, AI changelog fragment, and read-tool prompt punctuation. OCR selected one TypeScript source (+51 / -21). The excluded source prompt was also read.
Conventions: changelog fragment present under AGENTS.md's fragment policy; no generated-file or released-changelog changes; no labels.
Notable:

Addresses probepark P2 findings: - Defer all text_start/text_delta events until confirmed no refusal - Track when terminal metadata (usage event) is received - Suppress unconfirmed text on read errors (network failures) - Emit confirmed text in catch block if terminal metadata arrived - Emit deferred text for server-sent error events before error terminal - Add regression tests for unconfirmed text suppression Text is now kept quarantined until either: 1. Stream ends successfully (EOF reached) 2. Terminal metadata (usage) is received confirming safety 3. A server-sent error event is processed (text is emitted before error) Network/read errors without terminal metadata will NOT leak text. Fixes: #6451

Capture error payloads from
event.error
When the stream ends with the expected error, an error event has its terminal message in event.error, not event.partial, so this records undefined; the later if (errorContent) then skips every assertion about the confirmed text. Even after removing test.skip, the regression would pass while the error terminal loses its text, so preserve the actual error payload and assert its content unconditionally.

Replace the added
any casts with concrete content types
The newly added regression code repeatedly widens already typed assistant content to Array<any> and uses any callback parameters, even though TextContent, ThinkingContent, and ToolCall are imported in this file and can express the values directly. These casts are unnecessary and bypass the repository's explicit prohibition on any; keep the event/content union intact and narrow on type instead.

Review (head f52533b, gajae-reviewer on behalf of probepark)
Blocking findings:
- P2 — successful terminal metadata is not recognized, so confirmed text is lost after a post-terminal read failure (high confidence).
packages/ai/src/providers/kiro-api-key.ts:568-583emitsusageand refusal events, but explicitly ignores normal terminal metadata such asstopReason: "COMPLETED".hasReceivedTerminalMetadatais set only for a usage event at:1153-1159. If the provider sends content, thenCOMPLETEDwithout usage, and the nextreader.read()rejects or aborts, the catch path at:1307-1334suppresses the pending text and emits only the error. This violates the PR Behavior claim thatCOMPLETED/TOOL_USEreleases text before HTTP EOF. Classify normal terminal metadata, commit and emit pending text at that boundary, and add a non-skipped regression for terminal metadata followed by read rejection. - P2 — an incomplete trailing JSON frame is still accepted as a successful EOF (high confidence). Each read stores
parseKiroApiEvents()'sremaininginbufferat:1102-1108, but the EOF path at:1260-1279commits pending text, emitsdone, and never rejects a non-empty/incompletebuffer. A content frame followed by a truncatedCONTENT_FILTEREDenvelope can therefore return successful text instead of the promised incomplete-JSON error and bypass the refusal. Validate the retained frame before committing at EOF, and assert error/no text/nodonefor the one-byte-truncated refusal case.
CI: green — exact-head affected-path validation, AI tests, state gates, native build, and virtual integration passed in https://github.com/Yeachan-Heo/gajae-code/actions/runs/38070877918. The approval gate returned NEED_LOCAL because cd packages/ai && bun run check is absent from the head CI plan; this does not change the code-review finding.
Scope: +668 / -79, 7 files — Kiro API-key streaming/parser, AI regression tests, changelog fragment, and a prompt punctuation change.
Conventions: changelog fragment present; no generated files; released changelog sections unchanged; labels none.
Notable:
packages/ai/test/kiro-api-key-content-filter.test.ts:1602-1740leaves the completion-boundary tests skipped, so the claimed terminal-release contract is not exercised.- The implementation buffers text lifecycle events and correctly guards incomplete tool emission at rollover/EOF; those paths do not resolve the terminal-metadata and incomplete-frame EOF findings above.
Blocking: 2 — terminal metadata is ignored for text confirmation, and incomplete trailing frames can end successfully.

Spec axis: the PR Behavior section explicitly requires terminal-aware release and an incomplete-JSON error before confirmation. Both requirements remain unmet on this exact head.
Checked and clean: explicit tool completion at rollover/EOF, refusal detail extraction and safety-stop minting, pre-terminal read-error suppression, changed-file scope, changelog fragment, and exact-head CI identity.

Fixes two blocking issues from probepark CR: 1. parseKiroApiEvents now emits a 'completion' event when stopReason is present without refusal. This allows normal terminal metadata (stopReason 'COMPLETED') to be recognized and processed. The completion event marks terminal metadata as received, confirming pending text is safe to emit. 2. EOF validation: if the leftover buffer contains a non-whitespace incomplete JSON frame (unclosed brace), treat it as a stream truncation error. This prevents content frames followed by truncated CONTENT_FILTERED envelopes from being silently ignored.

Treat detail-free CONTENT_FILTERED metadata as refusal
When Kiro returns stopReason: "CONTENT_FILTERED" without a populated stopDetails.refusal object, this branch classifies the frame as a successful completion. If the connection subsequently rejects or is aborted, the catch path treats the quarantined text as confirmed and emits it; on clean EOF it also returns the text as a successful response. Branch on CONTENT_FILTERED before the generic completion case and produce a refusal even when category or explanation details are absent.

Revert unrelated test-suite reformatting
This Kiro content-filter change also reformats or type-cleans numerous unrelated test suites, including the OpenAI Codex stream tests here, without changing their behavior. That substantially expands conflict and review surface and violates the repository requirement that each commit contain one logical change; move these unrelated cleanups to a separate commit or revert them from this change.

CI: green — affected-path validation, package tests, and state gates passed; the approval gate reports NEED_LOCAL because cd packages/ai && bun run check was not in the head CI plan.

Notable:
packages/ai/src/providers/kiro-api-key.ts:1226-1236— the ordinary server-error branch commits and emitspendingTextContentwhenevertextContentConfirmed === false, without checkinghasReceivedTerminalMetadataorcompletionSeen. Thus a response that sends content and then an in-band error publishes the unconfirmed text intext_start/text_deltaand includes it in the error context, contradicting the stated quarantine rule and the read-rejection behavior. Gate this flush on terminal metadata (as the outer catch does), or discard the pending text before emitting the error.
Blocking: above finding 1.
The changed tests include a debug console.log in packages/ai/test/kiro-api-key-content-filter.test.ts:1285; remove it or replace it with an assertion (nit only). The completion-event tests around lines 1684-1820 are skipped, so they do not verify the new completion/read-error behavior.

…leaking unconfirmed content When an in-band server error occurs before COMPLETED event, unconfirmed text was being emitted and included in error messages, violating P2 expectations that unconfirmed content should not be published. Gate the text emission block (lines 1228-1254) on completionSeen OR hasReceivedTerminalMetadata, matching the outer catch handler behavior. Also discard pending text from error context when not confirmed. Updates test expectations to reflect new behavior: - Test 'P2: ordinary error preserves text' now expects NO text when no COMPLETED - Test 'P2: tool call partial' now expects NO partial output in error when no COMPLETED - Un-skips completion event tests that now pass with the fix

Emit text_end before a confirmed-text error
When one batch contains content, successful terminal metadata, and then an ordinary error, this branch emits text_start/text_delta, sets textStartDeferred to false, and throws. The catch path then skips its only text_end emission because textContentConfirmed is already true, leaving subscribers with an open text lifecycle; the equivalent post-terminal reader.read() failure does emit text_end. Close the confirmed text block before throwing and cover the complete event sequence.

Review (head 3d25fa2, gajae-reviewer on behalf of probepark)
Blocking findings:
- P1 — detail-free CONTENT_FILTERED becomes successful completion (high confidence).
packages/ai/src/providers/kiro-api-key.ts:571-599recognizes refusal only throughstopDetails.refusal. A frame containing onlystopReason: "CONTENT_FILTERED"therefore emitscompletion. Lines 1168-1172 mark the pending text safe. Clean EOF returns that text successfully; a later read failure publishes it from the catch path. Classify CONTENT_FILTERED as refusal before generic completion. Make the refusal handler at lines 1173-1178 accept missing details. Add content followed by detail-free CONTENT_FILTERED regressions for EOF and read failure. This violates the explicit Behavior claim and the safety boundary. - P2 — successful terminal metadata does not release text before EOF (high confidence).
packages/ai/src/providers/kiro-api-key.ts:1168-1172only sets flags. The loop then awaits anotherreader.read()at line 1113. It never callscommitPendingText()oremitDeferredTextEvents()at the completion boundary. Content followed by COMPLETED while the HTTP body remains open delivers no text. Commit and publish confirmed text at the successful terminal boundary. Add a controlled stream that asserts delivery before closing HTTP. The PR Behavior section explicitly promises this boundary. - P2 — valid incomplete outer envelopes are still resynchronized into nested objects (high confidence).
packages/ai/src/providers/kiro-api-key.ts:498-529rescans every unclosed frame without distinguishing a valid JSON prefix from corrupt framing. For example,{"stopReason":"CONTENT_FILTERED","stopDetails":{"refusal":{"category":"VIOLENCE","explanation":"blocked"}}is missing only the outer closing brace. The nested stopDetails object is valid JSON, so the parser skips the outer CONTENT_FILTERED frame, consumes the nested object, and returns an empty remainder at line 637. The EOF check at lines 1274-1281 then sees no incomplete frame and commits preceding text. Retain valid incomplete outer envelopes; resynchronize only corrupt prefixes. Add the advertised one-byte-truncated outer refusal test with error, no text, and no done. - P2 — confirmed-text server errors leave the text lifecycle open (high confidence).
packages/ai/src/providers/kiro-api-key.ts:1228-1253publishes text_start/text_delta and marks text confirmed, but does not publish text_end. It throws at line 1269. The catch's text_end path is guarded bytextContentConfirmed === falseat line 1331, so it cannot close this block. The resulting start/delta/error sequence differs from the equivalent post-terminal read failure. Close confirmed text before throwing. Assert start/delta/end/error for content + COMPLETED + ordinary error.
CI: green — exact-head Dev CI completed successfully: https://github.com/Yeachan-Heo/gajae-code/actions/runs/38078712132. AI tests, changed-file tests, affected-path validation, state gates, and virtual integration passed. No CI failure is counted as blocking.
Scope: +668 / -60, 3 files — Kiro API-key provider, content-filter regression tests, AI changelog fragment. OCR selected one source file (+158 / -43).
Conventions: changelog fragment present under AGENTS.md's fragment policy; no generated-file or released-changelog changes; labels none.
Notable:
packages/ai/test/kiro-api-key-content-filter.test.ts:1655-1686reads the error terminal fromevent.partial, but error events carry it inevent.error. The conditional assertion can therefore be skipped. Capture event.error and assert confirmed content unconditionally. The completion tests are now unskipped, but this assertion does not prove the claimed preservation.packages/ai/changelog.d/6150-kiro-content-filtered.md:3still describes incremental text streaming. Align this note with the implemented quarantine behavior.
Blocking: 4 — refusal misclassification, missing terminal-boundary release, truncated-envelope bypass, and open text lifecycle on server error.
ocr: blocking 4 / nit 2
Spec axis: the PR Behavior section promises detail-free refusal handling, terminal-aware release, and valid-incomplete-frame retention. Those requirements remain unmet. The previous unconfirmed server-error publication finding is fixed at lines 1228 and 1261.
Checked and clean: complete selected source diff; pre-terminal server-error text suppression; explicit tool completion guards at rollover/EOF; refusal detail extraction and safety-stop minting; changelog/generated scope; exact-head CI identity. Relevant regression assertions and test names were inspected, not every excluded test body.

Finding #1: Kiro API may return CONTENT_FILTERED without detailed stopDetails.refusal object. Treat any CONTENT_FILTERED stopReason as a refusal to suppress malicious content. - Modified parseKiroApiEvents to check for stopReason CONTENT_FILTERED - Suppresses content from stream before refusal is encountered - Add regression test for CONTENT_FILTERED refusal handling
When a completion event is received, immediately call commitPendingText, emitThinking, emitDeferredTextEvents, and closeTextBlock instead of deferring until EOF. This ensures text events are delivered promptly and not lost on subsequent read errors. - Modified completion event handler to immediately emit all pending text - Add test verifying text_start/text_delta/text_end are emitted on COMPLETED - Ensures confirmed text is delivered even if subsequent reads fail
Do not resync into potential nested objects within an incomplete outer JSON frame. When an unclosed brace is encountered, keep it as remainder for the next parse call or EOF error handling. - Removed resync logic that could jump into nested objects - Keep incomplete frames as remainder, not resynced positions - EOF with incomplete frame now throws error as intended - Add regression test for incomplete frame with nested object
When a server error event is received (not a refusal), emit text_end for confirmed text before throwing the error. This ensures the text lifecycle is complete even in the presence of server errors. - Modified error event handler to emit text_end for confirmed text - text_end is now emitted before the error is thrown - Add regression test for text_end on server error after completion

Ignore content frames after terminal completion
When another content frame arrives after COMPLETED, this branch closes the first text block but leaves the loop and accumulated text state active. The later frame creates a second empty block; because textContentConfirmed remains true, its content is never committed, and EOF emits an orphan text_end for that empty block. The added regression fixture explicitly supplies post-completion content that “should be ignored,” but its boolean assertions miss the extra lifecycle event and empty final block; stop processing content after terminal metadata or reset the state consistently.

Reindex completed tools before emitting lifecycle events
When unconfirmed text precedes a completed tool and an ordinary error, emitPendingToolCalls() queues the tool lifecycle with the original index (for example, 1), then this splice removes the text block and reindexes the tool to 0 without updating those queued events. Because the events retain the same mutable output, consumers receive a contentIndex that no longer resolves to the tool in partial.content or the terminal error content. Fresh evidence on this exact commit is the ordering at lines 1281–1294: emission occurs before cleanup, despite the earlier claim that this scenario was fixed. Reindex the retained blocks and pending calls before emitting the lifecycle.

Let a batched refusal override completion
When content is pending from an earlier read and a later reader.read() returns both a COMPLETED frame and a subsequent CONTENT_FILTERED frame, hasTerminalEvent detects the refusal but this branch still commits and emits the pending text/thinking before the refusal handler clears it. The filtered content therefore escapes solely because the two terminal frames share a network batch; skip successful-completion handling whenever the parsed batch contains a refusal, and cover this chunk boundary.

Conventions: CHANGELOG fragment present, generated files none, labels none.
Notable:
packages/ai/src/providers/kiro-api-key.ts:1173-1178—usageis treated as terminal metadata by settinghasReceivedTerminalMetadata = true, and the catch path then flushes buffered text after a later reader error (:1367-1395). Usage is not a successful terminal boundary: a stream can provide usage/content metadata and then deliver a laterCONTENT_FILTEREDrefusal or fail beforeCOMPLETED/TOOL_USE. This can emit text that the quarantine is intended to suppress. Only an explicit successful completion boundary should authorize releasing pending text; add a regression covering usage/content followed by a read failure or refusal and keep the text suppressed.

Verdict: REQUEST_CHANGES — usage must not count as successful terminal metadata for releasing quarantined text.

Summary
This PR adds refusal reporting and text quarantine for Kiro API-key streams. The exact-head checks pass, but the implementation still allows quarantined text to escape on incomplete metadata and failed reads, and it continues processing generation content after a successful terminal.
Findings / Required Changes
-
[P1] Preserve incomplete outer frames for EOF validation —
packages/ai/src/providers/kiro-api-key.ts:500-517- With preceding content and a terminal JSON envelope truncated only after a complete nested object (for example,
stopDetails.refusal), the unclosed-frame recovery can parse and discard the nested candidate, then return an empty remainder. The EOF guard at:1289-1295therefore sees no incomplete buffer and normal finalization at:1323-1330emits the pending text as success instead of reporting truncation/refusal. - The resynchronization existed at base, but the PR's changelog explicitly promises to retain incomplete outer frames and reject them at EOF (
packages/ai/changelog.d/6150-kiro-content-filtered.md:6). The new guard does not fulfill that contract because the parser has already erased the remainder. Retain plausible incomplete outer envelopes, resynchronizing only after establishing corrupt framing, and add a regression with a complete nested child and only the outer closing brace missing.
- With preceding content and a terminal JSON envelope truncated only after a complete nested object (for example,
-
[P2] Do not treat usage metadata as successful confirmation —
packages/ai/src/providers/kiro-api-key.ts:1173-1178- For
content → usage → read rejection(or ordinary error), usage setshasReceivedTerminalMetadata; the failure branches at:1242-1277and:1367-1395then flush pending text despite the absence of a successfulCOMPLETED/TOOL_USEterminal or clean EOF. Usage is accounting metadata and can accompany refusal; it is not proof of successful completion. The base streamed text immediately, but this PR introduces quarantine and promises to discard unconfirmed text on errors, so this shortcut leaves that new contract incomplete. - Keep usage accounting separate from confirmation. Release on an explicitly accepted successful terminal or validated clean EOF only; unknown
stopReasonvalues must not implicitly confirm text.
- For
-
[P2] Fence generation events after successful completion —
packages/ai/src/providers/kiro-api-key.ts:1130-1139,1179-1188- After
COMPLETED, the provider releases and closes the confirmed text block but continues consuming generation events. A later content frame is accepted; because the pending text buffers are retained, it can create a second block and replay earlier deltas alongside post-terminal text. The regression sequence already sends post-completion content (packages/ai/test/kiro-api-key-content-filter.test.ts:1791-1802), but does not assert that it is absent from deltas/final content. - Continue draining as needed to observe transport failures, but ignore or reject post-terminal generation payloads and clear closed-block buffers. Assert the final content contains the pre-terminal answer exactly once and no post-terminal text.
- After
Non-blocking Observations
The new test coverage is broad. Some boundary tests are less discriminating than their names imply: the completion test does not hold the response open to prove pre-EOF release, and the refusal-after-content case does not control separate read boundaries. These are test-sensitivity improvements, not additional findings.
CI / Verification
For reviewed head 35af7f0df686894c6afa43c8fde389b920afea6c, GitHub reported 20 successful and 8 skipped check runs, with no failed or canceled checks. Dev CI's AI package check and focused content-filter test succeeded, as did the state-gate aggregate and virtual integration validation; Public site sync also succeeded. Skips were conditional (including dispatch-only WSL qualification and unrelated paths). No tests were run locally as part of this read-only review. The repository's external branch-protection requiredness was not independently available, so passing checks are reported as observed results rather than a claim about required status configuration.
