Replaces #9, #38, and #39 with one PR, so the bumps share a single CI run instead of three that each need a rebase under the strict up-to-date rule. #9 also predates release.yml and the Audit and Lint workflows jobs, so it missed their checkout pins. This PR bumps every pin:

  • actions/checkout v6.0.2 → v7.0.1
  • zizmorcore/zizmor-action v0.6.0 → v0.6.4
  • taiki-e/install-action v2.87.26 → v2.87.27

I checked each SHA against its tag.

zizmor-action v0.6.4 runs zizmor 1.30.1. That version adds the self-repository audit, which is why #38 failed Lint workflows: it flags the CI smoke test's uses: ./. zizmor suggests GitHub's new $/ form, but no actionlint release accepts it yet (v1.7.12 rejects uses: $/ as missing a ref), and GitHub's changelog doesn't say how $/ names an action at the repository root. So the line keeps ./ with an inline zizmor: ignore[self-repository] and a comment giving the reason.

Verified: actionlint is clean, and zizmor 1.27.0, 1.30.1, and 1.31.1 report no findings.

Bumps every pin, including the ones the separate Dependabot PRs missed
in release.yml and the newer CI jobs:

- actions/checkout v6.0.2 -> v7.0.1
- zizmorcore/zizmor-action v0.6.0 -> v0.6.4
- taiki-e/install-action v2.87.26 -> v2.87.27

zizmor 1.30 adds the `self-repository` audit, which flags the CI smoke
test's `uses: ./`. Its suggested `$/` form is not yet understood by
actionlint, so that line carries an inline ignore with the reason.
