Adds a CodeRabbit pilot for non-draft pull requests, with the chill profile and incremental reviews. Reduces duplicate formatting feedback and keeps summaries in the walkthrough.
AGENTS.md gives CodeRabbit and Codex shared review criteria for evaluation integrity, provenance, provider failures, security boundaries, and evidence-backed claims. The pilot guide covers repository-scoped activation, on-demand Codex reviews, and comparison with Sourcery on 10-20 pull requests at matched revisions.
Validation: parsed .coderabbit.yaml offline with PyYAML and checked the main pilot settings. No application code changed; the Python test suite was not run for this configuration/documentation change.
Activation is still pending: the CodeRabbit GitHub App must be authorized for this repository, and Codex cloud Code review must be enabled in account settings. Adding these files alone does not activate either service.
