- Update the default AZ because they no longer allow new resources to be provisioned to us-west-1a
- Add default egress rules (VPC now defaults to no egress)
- echo command returned "permission denied"

us-west-1a is full so they will no longer allow new resources to be provisioned in that AZ
curl command could not fetch docker because VPC block egress by default now. Added rule to allow instances to egress.
The previous command gave "permission denied" error when run in default environment
