Slack: Better filter on saverity and custom routing per attribute

This PR adds 2 features:

• Prevent sending an "ok" or recovery of alert if no alert was previously created (to avoid spam when creating new alert -- like in cloudwatch or heatbeat -- or in case of filtered severity)
• If a specific slack-channel attribute exist, it is used to override the slack channel to send the alert
