Remove locales + unused localization code

Per #3261, removing the locales folder. Additionally, removing unused sections of the Makefile that reference that folder.

Thanks for this @x1101 I would prefer to update the makefile in a follow up PR if I'm being honest. If we ever need to revert that and bring back the translations, it'd be much more straightforward as a separate commit.
