This branch is based on v1.59.1 but reverts commit c5e1246 from #6205. This preserves the rest of the work done in the v1.59.x series, including the Datadog priority sampling fix which was a critical bug fix for some users.
The justification for this reversal is currently only hunch-based, but we are trying to investigate an increased cache hit miss rate observed on v1.59.0. Reverting this commit is the easiest way to eliminate #6205 as the cause.
