ADFA-4879: report maps download speed (parse pmtiles rate -> job.speed) - #266

The maps runner parsed only the percent; pmtiles also prints a live transfer rate
("2.4 MB/s"). Parse the latest rate per chunk into job.speed (bytes/sec) so the app's
overlay can show it. Omitted when absent so it isn't reset to 0.
