Harden the Snyk ignore policy for the dependency scan.

  • .snyk reasons on one line (avoids a YAML fold that split a path reference).
  • Path-scoped ignores for commons-io and kotlin-stdlib reached only through
Android UTP; scoping to the tooling path keeps a shipped regression visible.
  • Document that snyk --all-projects needs --policy-path=.snyk, or the root
    policy silently does not apply.

Verified: snyk test --all-projects --policy-path=.snyk leaves only the two
deferred shipped findings (guava, nanohttpd).

Folded YAML wrapped "SECURITY-TRIAGE.md" across a line, mangling the path in
the reason text. Single-line reasons fix it. Reason text is cosmetic: Snyk
does not parse it.

Add path-scoped ignores for commons-io and kotlin-stdlib reached only through
Android UTP (AGP 8.4.1); scoping to the tooling path keeps a shipped regression
visible. Document that snyk --all-projects needs --policy-path for the root
policy to apply.
