Build against the ghc library of the compiler in use instead of ghc-lib. The ghc-lib dependency and the ghc-lib flag are gone, and three CPP guards cover the API differences between GHC 9.10, 9.12 and 9.14. Replace the CI generated by haskell-ci with a small workflow. For each supported GHC version it builds ghc-tags and runs scripts/check-tags.sh. The script generates tags for the sources of this repository in both formats and fails if ghc-tags reports a problem or writes an empty tag file.
