this file is 5+ years old and I don't see anything that uses it
b/c it became EOL on 01 Apr 2024. Last security release was 3.2.25 on 04 Mar 2024.
4.0 and 4.1 are already EOL and 4.2 supports Python 3.8 - 3.12

5.0 became EOL on 01 Apr 2025 so not adding it. WARNING: Django 5.2 was released earlier this month as 5.2 (not 5.2.0) and there are no other versions available so specifying the version as Django==5.2.* actually fails

use Python 3.11 for this b/c different versions of docutils get installed for different Python versions and the commands and their names seem to be different across versions.
