@prabaksa As discussed, We need an env and env maps to teams and we will have separate ArgoConfig. Check the team-geordie and other examples

Description of changes: Added bootstrap files for resilience backup/restore pattern. Created a new team team-rbraws and added 2 folder one for Primary EKS Cluster and one for DR EKS Cluster.
