Implement CLI command performance benchmark harness.

Description of changes:

• v1 port of the following v2 PRs:
  • Create benchmark harness using a stubbed HTTP client #9239
  • [v2] Benchmark harness improvements & add more service benchmarks #9264
• Differences from v2:
  • Replace use of AWSCLIEntryPoint with duplicating the contents of main() in awscli/clidriver.py since this class does not exist in v1.
  • In scripts/performance/benchmarks.json, replace usage of --no-cli-pager with setting cli_pager= in config to achieve the same result; this flag does not exist in v1.
  • In scripts/performance/benchmarks.json, remove the ddb.put benchmark, since this customization does not exist in v1.

Description of tests:

• Ran the script and observed expected output without errors.
