Update workflows plugins with 1.0.15 SDK

Description

Updates the SDK version being used by workflows from 1.0.9 to 1.0.15. 1.0.15 provides several critical bug fixes, performance updates, and some new helper functions for new features. This change also updates the Workflows operator plugin to reference the latest SDK (with >=1.0.15 as the pin).
