Bumps the version to 1.0.0 in both places that carry it - ext_emconf.php and extra.typo3/cms.version in composer.json - which had been sitting at 0.0.1 while ext_emconf already declared the extension stable. Adds the tag-triggered TER publish workflow, modelled on b13/container's but brought up to date: "on: push: tags" rather than the invalid "tag" key, action versions matching our own ci.yml, $GITHUB_OUTPUT instead of the removed ::set-output, and no --no-suggest (gone in Composer 2). fetch-depth: 0 so the annotated tag's message is actually present to be read back as the TER upload comment. The tag guard rejects anything that is not a plain x.y.z, so a typo or a pre-release tag cannot be published under whatever it happened to say. Publishing needs a TYPO3_API_TOKEN secret. The repository has none of its own; whether b13 has one at organisation level could not be checked from here.
