Added initial documentation for the workflows in this repository, organized into four sections: workflows for publishing packages to npm, Testing and CI workflows, dependency management workflows, and misc automation workflows.
I also removed the README.md file from the .github/workflows folder, as I believe it’s better to keep this documentation within the docs folder.
