feat(deployer): accept YAML list or multiline triggers #50

Problem

The deployer's triggers input only accepted the old bash-array form (('backend/' 'frontend/')), because it went through standalone bcgov/action-diff-triggers@v1.2.1. Callers want a normal YAML list or multiline string.

Carried over from bcgov/action-deployer-openshift#149 before archive.

Status

This should be resolved by #48, which switches deployer to bcgov/actions/diff-triggers (v0.8.0). That version accepts multiline or JSON lists and still parses the legacy bash-array form. Close when #48 merges, unless the deployer README should also show the multiline form.

Done when

• refactor: use suite actions instead of pre-consolidation repos #48 is merged, and a multiline triggers: value works with the deployer.
