ci: publish the Homebrew formulas to the tap without brews - #72

With skip_upload: auto GoReleaser still renders the formulas but pushes them only for versions without a pre-release suffix, so a release like 2.0.0-rc.1 can exercise the workflow without changing what brew installs. Refs #62 Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
