Health Improvements

New Functionality:
Added Failed nodes on global stats
Added Failed nodes per pool stats
Added API Version option to plugin.json. If not specified it will default to latest tested.

Internal Work:
Updated version to pull from assembly so it only has to be updated in 1 place
