Code Review

This pull request updates tests to sync with Fedora CI gating changes. It removes the GATING build argument and associated logic from shell scripts and the Containerfile, simplifying the build process. In the tmt integration plan, all prepare steps are now set with order: 99 to control their execution timing. The changes are consistent and appear correct. I have one suggestion to improve the clarity of the execution order in the tmt plan.
