Playwright dependencies are no longer available in the ubuntu-latest (see breaking changes here)
Newer versions of Playwright deal with this issue. Opening this as a manual PR instead of relying on Dependabot because that PR was failing, likely due to a few test tweaks we need to make, so having our own branch is easier.
TO TEST: (simple manual steps for confirming core behavior -- used for pre-release checks)
