BACKGROUND & CHANGES
This updates the OS-level Docker image to Ubuntu 24.04 (Noble Numbat) as well as the latest versions of Phusion base and passenger Docker images. This will apply security patches, and update the Rails base image to use Ruby 3.4.2 and Passenger 6.0.2.
MANUAL TESTING
The final test build shows that this image can successfully build and instantiate a minimal Passenger app.
