SOC-74: relaunched chain-998 periphery address book - #8

RolloverVault, FulfillmentVault, and Router redeployed against the relaunched core (GM 0xb7cb420F...). Vault admin/keeper roles verified on-chain for the configured admin. Replaces the abandoned old-stack periphery addresses. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
