Currently if a single value is sent to a device as a vibrate or oscillate command it is copied to every feature for that type. So if a device has multiple vibrators they all receive the vibrate command. This PR allows optionally sending the index of the feature so individual features can be targeted. It is backwards compatible if the index is omitted.
