@actions/core v3.0.0 switched to ESM-only ("type": "module" with no
"require" export), breaking Jest's CommonJS module resolution. Adding a
manual mock avoids the ESM resolution issue entirely since all tests
already mock every @actions/core method.
@actions/core v3 is ESM-only, which ncc (webpack-based) cannot resolve. esbuild handles ESM packages natively. The official actions/typescript-action template has also moved away from ncc for this reason.
The JS mock file isn't part of any tsconfig project, so the TypeScript parser can't process it. Exclude it like dist/ and coverage/.
