Add remote MCP route and Cerul skill

Summary

• add a hosted /mcp route in the main API using Streamable HTTP
• reuse the internal search and usage execution paths for MCP tools instead of calling the public HTTP API
• rename and expand the Cerul agent skill and add Claude plugin metadata
• document remote MCP usage in the public docs

Config Changes

• API dependencies now include @modelcontextprotocol/sdk, @hono/mcp, and zod
• no new environment variables were introduced in this change

• pnpm --dir frontend lint

• npm --prefix api test
