Starting to make a draft of a governance document for how the infra team votes on things .etc.

This is derived from the CollectOSS governance document, which itself is based on a CNCF template.

remaining TODOs:

  • check some of the details of the infra team governance with the CHAOSS board (term, the final member list etc)
  • does this team have an official name?
  • remove or edit commented-out sections of this document to reflect this team's
  • Verify that "lazy consensus by default, full team vote if requested" is a good model, or if we should skew more towards voting by default
  • Make sure the team is on the same page with the shared values section (this was untouched relative to what is defined in CollectOSS and the template)
  • Discuss with team and solicit collective review/voting on this governance so everyone is on the same page

https://github.com/kubernetes/community/blob/main/sig-k8s-infra/charter.md may be a better inspiration for a charter than the CollectOSS one...

Can we put a pause on this while the board has some discussions about the infrastructure committee?

When the board set up this committee, we didn't provide enough details about what we intended for the committee. That's partly my fault, since the Infrastructure Committee was my suggestion, and there were specific things that we wanted the committee to focus on that were not clearly communicated.

@adeyinkaoresanya is working with the board now to better define the purpose, objectives, scope, etc., so that charter doc should be ready soon.

However, it's going to be significantly different from what we have here, so I'm going to close this PR, and the Infra committee can open a new one with the charter that has been agreed to with the board.
