Add when to template

Adding the 'when' function to the template as I find myself adding this each time I use Clearbuild and thought it would be helpful to have.

Also, I removed the global object containing css / html and run everything in the force loop. Give it a look and let me know what you think.

body use case kinda irks me - can you update it to #selector-after-domready to show why you'd use when over the safe loop? I know we all know internally but we'll have a lot of optimizely people we're trying to demo the library to head scratching
