FOSSA v3 requires composer.lock for Composer discovery; the lock was gitignored so CI had no analysis targets. Stop ignoring composer.lock, add a resolvable lockfile, and widen open-telemetry/opentelemetry so composer update succeeds. Pin FOSSA to the composer target in .fossa.yml. Made-with: Cursor
