…base (INC-11376) Point the upstream base image at the fixed cp-base-java from common-docker PR #1909 (dev-8.1.x-5a796613, ub listeners cub-parity fix) so CI builds cp-kafka/cp-server FROM it and exercises the fixed `ub listeners`. - DOCKER_UPSTREAM_REGISTRY -> dev registry - DOCKER_UPSTREAM_TAG -> dev-8.1.x-5a796613 - append arch ($AMD_ARCH/$ARM_ARCH) to docker.upstream-tag (the dev base only has per-arch tags, no merged manifest) Pre-merge validation only; revert before merge.
