If this program is called with --minor or --major, the appropriate level of the version is increased. However, before this change the lower levels of the version were left alone instead if being reset to 0. This corrects that oversight.

Small code change to update the behavior of
--minorand--majorto clear lower components to 0 after updating the referenced component.Also added unit tests to cover all of the
increment_*methods.
