[feat] promote using declarations

using declarations that refer to types or functions in base class should be promoted to be in their respective categories (Type Aliases and Member functions).

using base::member; should behave as if the member variable, or function or type was redeclared here.

home is defined both in the class and in the base class (and enabled through using locally).
It is documented in the base class and as a class-level using.
