I configured the Batch CE to use a maximum of 128 c5.large instances. However, it's only been able to spin up 35. In addition, there is an explicit denial on my IAM user when I try to view our AWS account's service quotas. I believe this is related to the whitelist of allowed "HIPPA compliant" AWS services that IS maintains. This whitelist misses some nuance of AWS (e.g., how would viewing account service quotas be HIPPA-incompliant?).
Consider:
Verify that we're hitting an EC2 service quota.
Talk to Annwoy to about the Landing Zone whitelist. See if we can resolve service quota issue while also making progress to remove the explicit denial.
