Description
The Docker login does not work, as it's (presumably) still using a password and not a proper PAT.
Added a new PAT to Docker Hub (and correspondingly to GitHub secrets).
Upgraded the standard GitHub Actions version for this workflow.
(I'll update the rest of the workflows after this...)
