Helper for the creation of kropki puzzles with the negative constraint.

Adds "AnyKropki" to the constraints menu in F-Puzzles:

Helper constraint to allow any or no kropki dots at a cell border.
The number on the dot determines its behaviour as follows:
No value or 0: Allows either any kropki or no kropki.
1: Forces any kropki.
2: Allows either a white kropki or no kropki.
3: Allows either a black kropki or no kropki.
