Migrate to TypeScript 6.0 #44

Context

Dependabot opened PR #43 to bump TypeScript from 5.9.3 to 6.0.2. This is a major version upgrade with breaking changes that cause CI build failures.

Current Status

The tsc build step fails on the Dependabot branch, cascading to all test jobs:

• ❌ Build and Test (ubuntu, windows)
• ❌ Container Tests
• ❌ Windows Python Integration Focus

Work Required

1. Create a manual migration branch from main
2. Update tsconfig.json and workspace tsconfig.json files as needed
3. Fix all TypeScript 6.0 breaking changes across the codebase
4. Verify the full CI matrix passes
5. Close PR deps: Bump typescript from 5.9.3 to 6.0.2 #43 once the migration is merged
