CPU-only Docker Container Build Fails on DGX Spark - Could Not Build Praat-Parselmouth

Building the CPU-only Docker Container fails on DGX Spark when trying to compile praat-parselmouth. The dockerfile is missing the python-dev package to properly compile on ARM64 platforms.

Will test further and submit a pull request with an updated dockerfile.

Looks like the solution is to add python3-dev to the docker file. This enables praat-parselmouth to be built on DGX Spark. Pull request coming soon.
