feat: don't build ovmf#10759

This replaces the ic-os' ovmf_sev target with firmware extracted from Debian sid's ovmf-admsev package, similar to what we do for non-SEV ovmf. This allows us to use prebuilt firmware and drop some build tools (iasl, nasm).
