Kusto image-info ingestion is failing due to a bug in the pipeline templates from docker-tools. Since the variable was hard-coded, it couldn't be turned off at pipeline runtime. This PR temporarily removes the hard-coded variable to unblock publishing (this change will need to be backported to docker-tools).
