CI failure analysis

Build 1539964 timed out in macOS arm64 dotnet-watch.Tests.dll.2.

Tests reach their expected output, then hang after logging Disposing test. The likely cause is Process.Kill(entireProcessTree: true) failing during cleanup, followed by an unbounded wait for process exit.

The runtime upgrade includes dotnet/runtime#128598, which changed Unix process-tree termination.

Related to dotnet/scenario-tests#354

@adamsitnik - This seems like a real consequence of dotnet/runtime#128598 that should be investigated further.

@tmat, it looks like some dotnet-watch tests are consistently hanging here on macos. See also comment above #55595 (comment). Should we file a "known build error" issue for it to unblock this flow?
