This binds:
The authority preserves C/B/B thresholds, no text exemptions, deterministic normalization, release-size ratchet, privacy, spike checks, and fail-closed mismatch/new/worsened/improvement semantics. It binds mixed writer/baseline/authority/PR identities and negative mutations.
No production source, maintainability checker, baseline bytes, PR #430, CK-QG1 implementation acceptance, or downstream packet was changed. PR #430 remains open and unmerged; this authority does not grant implementation acceptance.
