build SCOTCH with CMake from version 7.0.3

Build SCOTCH with CMake from version 7.0.3 onwards to get the cmake files installed.
We have some easyconfigs (STRUMPACK at least) that depends on the existance of the cmake file

Just to link the PRs together, if this goes in, we should probably update #25325 too (or this one can be updated if that one is merged first).
I personally don't think that either PR needs to hold up the other, but eventual consistency here is desirable.
