Updated this PR to use jax/0.10.0 instead of jax/0.8.1 for Optax and Flax, and replaced jax-0.8.1-gfbf-2025b.eb with jax-0.10.0-gfbf-2025b.eb. jax/0.8.1-gfbf-2025b does not appear to have any upstream consumers yet, and jax/0.10.0 is what we need for TORAX/1.4.0 (PR coming shortly).

This also makes the dependency on #25791 (jax/0.8.1 version-string fix) obsolete — the same issue is handled in the new jax-0.10.0-gfbf-2025b.eb by exporting JAX_RELEASE in preinstallopts, which uses the env-var path that _get_version_for_build already supports.
