build Mesa in OpenGL 2026.05 with static LLVM to drop LLVM to build dependency

Avoids clash of libraries when upstream LLVM and downstream LLVM forks are loaded at the same time, e.g. AOCC, NVIDIA Grace Clang, DPCPP or ROCm-LLVM.
