Summary

Add torchvision-0.24.0-foss-2025a-CUDA-12.8.0.eb for the foss/2025a + CUDA 12.8.0 stack, aligned with the current PyTorch 2.9.1 build.

This easyconfig provides a matching torchvision build for RELION and other GPU-enabled Python stacks that require torchvision at runtime or for pip check.

• Intended to resolve missing torchvision requirements reported by pip check in dependent packages such as RELION-5.1.0-foss-2025a-CUDA-12.8.0.eb

Changes

• Added a new torchvision easyconfig for foss/2025a and CUDA 12.8.0
• Aligned the build with the current Python 3.13.1 stack
• Kept the recipe consistent with the existing PyTorch 2.9.1 CUDA stack
• Pulled in the relevant upstream context from PRs #25509 and #26394
